Rechtsstatus ausländischer Staatsbürger bis 15. September 2020

On the Kremlin’s official website, Presidential decree No. 392 amending the Decree No. 274 dated April 18 2020 “On Temporary Measures to Settle the Legal Status of Foreign Citizens and Stateless Persons in the Russian Federation in Connection due to the Threat of Further Spread of Coronavirus infection (COVID-19)”. Changes were made on June 15, 2020 to resolve situation of foreign citizens in Russia until September 15, 2020.

Between March 15 and June 15, documents, including labor patents, came under the extension by Decree dated April 18, 2020.

As of June 16, 2020, the following has been established:

According to the Decree, foreign citizens do not need to renew documents on temporary stay (including extension of visas), terms of registration at the place of stay, terms of temporary and permanent residence (including extension of residence permit).

According to new procedure, foreign citizens arriving in Russia on a visa-free basis are entitled to apply for a patent or extend it without taking into account the requirements for the deadline for submitting documents for registration, declared purpose of the visit and departure from the Russian Federation.

Employers who observe the necessary sanitary and epidemiological measures and who have received permits to attract foreign workers can apply for extension of work permit for foreign citizen who arrived in Russia in a manner that does not require a visa. Such permission shall be issued (renewed) without taking into account the requirements for the stated purpose of the visit of a foreign citizen or stateless person for any period up to September 15, 2020 inclusive.
