Hochqualifizierte ausländische Fachkräfte wird nicht gestattet, hinter der Theke arbeiten
In late April, the State Duma adopted in the third reading the law prohibiting the entry of the migrants into the country under the guise of highly qualified professionals.
Under the law, the employers are prohibited to attract highly qualified specialists (in the meantime, their minimum wage should not be less than 2 million rubles per year) as salespersons in retail stores.
Thus, it will be possible to hire a foreigner to work in the Russian retail chains only at the post of director or coordinator. And the list of qualifications and duties of these specialists will be approved by the Ministry of Labor and Social Security.
The former scheme of hiring the highly qualified specialists allowed the unscrupulous employers to attract the workers on basic positions without quotas, presenting them as specialists of appropriate level.
“The current scheme allows the employer formally not breaking the law to “help a native person”: very often both employers and workers are from the same country, it is very easy to primitive. As it is well known, the highly qualified specialists can be invited to work in our country without any quota. It is enough to declare on paper the appropriate to their status annual salary (currently more than 2 million) and you can invite anyone...” – quotes the media Vyacheslav Timchenko, the first deputy head of the group “United Russia” in the State Duma.
As experts hope the new law will close these loopholes.
