Das Ausländergesetz ändert sich zu hochqualifizierten Fachkräften

A number of changes in the federal law “About legal status of foreign citizens in the Russian Federation” will come into force on 15 February 2011, “Rossijskaya gazeta” informs.

In particular, amendments concern definitions of the status and the rights of the highly qualified foreign experts in Russia and the rights of members of their families.

According to these changes, the citizen having experience and concrete achievements in either professional area is considered as the highly qualified expert. And the size of the annual income of the invited teachers, scientists and the experts participating in scientific activity makes up not less than one million rubles (earlier has been established the sum of two million rubles). However, this rule does not concern foreigners who are invited to work in “Skolkovo”.

Medical insurance presence becomes one of the main documents for foreign experts arriving to Russia and for members of their families, – or the labor contract of employee should provide rendering of the first medical aid.

In a new amendment, the law gives the definition, what relatives can be referred to a family of the foreign specialist. In particular, such members of family are placed in a list as – husband or wife, children, including adopted, parents, grandmothers, grandfathers and grandchildren.

In addition, the law releases specialists from obligatory migration registration including travelling through Russia no more than 30 days they are released from necessity to be registered in a new place of stay.
