Dmitri Medwedew unterzeichnete ein Dekret zur Regelung der Zahl der ausländischen Arbeitnehmer in der Region
According to the news agency TASS, the Russian Prime Minister Dmitry Medvedev signed a decree regulating the number of foreign workers in regions.
In accordance with the adopted resolution, Russian regional authorities have the right to annually establish a ban on the involvement of foreign nationals working on the basis of patents in certain types of economic activity and employed by economic entities. The term needed to bring the number of foreign workers employed by economic entities in line with this ban is defined in the order established by the government and considers the necessity to follow the procedure for dissolution of a labour contract.
The decree states the basic rules for determining the period of bringing the number of employed foreigners in accordance with the ban on their involvement. In particular, the term of the ban is determined subject to the expiry date of the patents regarding to the date the ban entered into force, the number of foreign workers employed by economic entities in one banned type of economic activity; ability to meet the needs of the labour force at the expense of the regional labour force; possible reallocation of labour resources within the federal subject.
As indicated in the explanatory note, the term of the ban should not exceed one year. When the ban is established for two or more types of economic activity, its term is defined for each banned type of activity.
According to the experts, the adoption of this decree will help to increase the effectiveness of labour market regulation.
