Russia allowed entry for citizens of Cuba, Serbia and Japan
Russian Prime Minister Mikhail Mishustin signed an order to lift restrictions on entry to Russia for citizens of three countries – Japan, Serbia and Cuba as well as for persons permanently residing in these countries. It is a resumption of air traffic on a reciprocal basis. The official website of the Government provides changes which have been made to the Government decree No. 2649-r dated October 14, 2020.
Mikhail Mishustin made a decision based on conclusion of operational headquarters (40 new cases of coronavirus infection per 100 thousand people within 14 days, no more than 1% in 14 days of daily increase in new cases and spread rate of new coronavirus infection in 7 days no more than 1).
To obtain a visa to Russia foreign citizen should contact the general consulate of the Russian Federation or the Russian consular office at place of permanent residence.
Consular Section of the Embassy of the Russian Federation in Japan resumes work on issuing visas of all categories (entry into Russia not earlier than November 1, 2020) for Japanese citizens. As well as foreign citizens permanently residing in Japan can submit documents for visa to Russia.

Citizens of Japan, Cuba and Serbia and persons, having residence permit in these countries can get invitations and visas provided they enter Russia by flight from the same mentioned countries.
