Quotas at foreign employees were established in 2015

A quota at the issue of the permit of temporary residence on the territory of Russia for foreign nationals has been established in 2015 – reports the agency ITAR-TASS.

The quota made 126 055 permissions against 146 627 in 2014. The majority of foreign employees – 38,1 thousand – will be able to register in the Central district, from them 8 thousand in the Moscow region, 2 thousand – in Moscow. Among other regions are also distinguished Privoljskiy region – its quota will be 23,7 thousand – and Siberia region with its quota of 20 thousand.

Besides, starting from 2015 can be introduced a law according to which employers will pay contributions for their foreign workers to the federal insurance fund. The contribution rate will make up 1,8% from the salary’s fund. Earlier, the contributions were paid only while concluding an open-end contract or a treaty for the term of more than 6 months. The project was recommended to introduction by the State Duma committee on labor, social policy and veterans’ affairs.

The bill was created to fight against the unconscientious employers who concluded a treaty with foreign citizens for 5 months and made a new one after its ending to escape the payment of insurance fees.

At the same time, the law will protect foreigners who will get medical insurance and the right of medical sick-leave certificate after its adoption.
