
Ministry of Interior has developed a project to combat foreign violators
In order to create a system of punishment for violating the rules of the road for citizens traveling on cars with foreign numbers, MVD of Russia has developed a “road map”. The bodies of MVD, Ministry of Transport, Ministry of Justice, customs services and the Federal Security Services (FSB) took part in the development of this system.
As emphasized, by 1 February, 2020 border points will be equipped with special cameras that record numbers of cars entering Russia. Data from these cameras will be sent to the information system of the Federal Customs Service and from there to the State Inspectorate for Road Traffic Safety.
All cars with foreign numbers will be checked for unpaid fines when leaving Russia. If there are violations, then the car can be detained and put in special parking.
At the suggestion of the traffic management center, other type of violation of traffic rules by foreigners was added to the punishment system — this is non-payment of city parking, which is paid.
“Ii was proposed to study the issues of interaction between the Ministries of the Interior of the Eurasian Economic Union member countries on the exchange of driver data. At present, only 1% of fines for all recorded offenses by foreign drivers are issued in the capital. We believe that this is unacceptable”, the government stated.
According to statistics, from the beginning of the year in Moscow 2078 cars with foreign numbers were sent to special parking.
In order to prevent violations of the rules of road, it was proposed to create an appropriate road and information infrastructure for monitoring safety on the roads of Russia.
