New rules for exams of Russian as foreign language and history

The State Duma adopted a law on new rules for passing exams for the level of proficiency in the Russian language as foreign language, Russian history and basic principles of the Russian legislation.

Form and procedure for exams, as well as requirements for minimum level of knowledge will be established. The government will determine the methodology for calculating exam service cost.

According to new rules, requirements for level of proficiency in the Russian language, knowledge of history of Russia and Russian legislation are established depending on purpose of foreigner (work, temporary or permanent residence).

Regions can independently establish list of educational organizations conducting exam, as well as its procedure and form. According to new law, educational organizations that are included in the official list will conduct exam and issue certificates.

Validity period of certificate depends on purpose of obtaining this document. If foreigner needs to obtain temporary residence permit, work permit or patent certificate, this certificate will be issued for three years. Indefinite certificate can be obtained if it is issued to obtain residence permit.
