The main criteria for needs for foreign workers were determined

Dmitry Medvedev signed a decree defining rules and criteria for employers’ needs for foreign workers.

The first things that will be changed are the quotas. Their number will now be determined only regarding foreign nationals arriving in the country on the basis of a visa.

In addition, some definite criteria for employers’ needs for attracting foreigners to work are being established. The most important among them is the well-founded and proven impossibility to solve the problem by attracting labor force from among Russian citizens even by the reallocation of resources from other regions of Russia.

Besides, it will be necessary to confirm the possibility of arrangement of foreign worker including accommodation, provision with social packages, infrastructure and medical support. At the same time, the final decision on involvement of foreign workers will be affected by the monitoring of the labor market in the regions.

Under the new rules the Ministry of Labor of Russia will post all the results of the consideration of requests for attracting foreign workers from among people arriving in Russia on the basis of a visa. The results will be displayed on its website for public viewing access.
