The formation of a new public company “Rosavia”, which will bring together leading Russian air carriers, will be completed by 2012. According to РБК daily, it is planned to build from three to five hub airports for the functioning of the company. Now the possibility of creating of major hubs is considered in Moscow and St. Petersburg, in the Far East – Khabarovsk may become a hub for local air routes, and Vladivostok – for international.

Creation of a new company is under the guidance of the state corporation “Rostekhnologii”, designed to stimulate the development of enterprises, which are on the verge of bankruptcy. The process of generating “Rosavia” definitely accelerated the bankruptcy of the alliance AiRUnion, resulting the fall of a number of air carriers and put the airport “Vnukovo” in a difficult financial situation, which gave a guarantee for the debts of the alliance.

As Aviation Explorer wrote, speaking on the 7th of Oct. at the forum “Wings of Russia”, the deputy director for strategy and development of GTC “Russia” Maxim Nilov said that a unique operator certificate will be received for all airlines within the Rosavia by 2012. This certificate should help to avoid many problems in the operating activities that existed in the alliance AiRUnion.

It is no coincidence that 2012 is selected as the year when the certificate of the aircraft operator will be received. By this time, it is planned to finally organize the aeronautical route net and to solve the problems in collaboration of the carriers.

The process of coordination of the air routes will take the next few years. And already in 2011 “SAT Airlines”, “Saratov Airlines”, “Orenburg Airlines”, and others will become the part of carriers of “Rosavia”.

At the same time it is planned to solve the questions related to the renewal of the flying stock of companies which will be included in “Rosavia”.

In the meantime, to support the airlines in conditions of reduced airfare, increasing price of fuel and fragile economic situation, the State Duma introduced the bill, which provides companies with deferred payment of customs duties on imported foreign aircraft and component parts (including engines) for up to six months.

This measure would give the airlines the opportunity not to change the chosen policy of flying stock renewal and increase the quality and security of air flights.
