Un proyecto de ley sobre la introducción de un registro obligatorio de agencias de viajes
The Ministry for Culture of Russia has prepared and introduced for the consideration a bill referred to the creation of the unified federal register of travel agencies.
According to the bill, only legal entities or individual entrepreneurs information on which is included in the unified federal register of travel agencies can carry out tourist activities on the territory of the Russian Federation. The document states that “the register of travel agencies is a federal state information system containing data on information, information technologies and information protection placed on a material carrier in accordance with the Russian legislation”.
It is also stressed that carrying out the tourist activity without entering the appropriate data in the register is considered as violation and should be punished by a fine of up to 200 000 rubles.
The law provides a list of documents that travel agencies are required to provide to Rosturizm, terms and conditions of entry in the register, as well as conditions of refusal to enter in the register and delisting.
The bill assumes that the register will be formed and maintained by “the authorized federal body of executive power on paper and electronic carrier”.
As noted the press-secretary of the Russian Union of Travel Industry Irina Tyurina, “the creation of a register of travel agencies was discussed during the recent All-Russian Congress in Sochi and raised a lot of questions because the federal law which was adopted in early March 2016 and shall come into force on January 1st, 2017 does not contain regulations directly pointing to the creation of such a list of agencies”.
According to the head of the Federal Agency for Tourism Oleg Safonov, starting from January 1st, 2017 the entry into the register of travel agencies will become obligatory, although there is no such a requirement in the adopted law.
