Los extranjeros podrán enseñar en Rusia sin una invitación de la Universidad
Federal Law “On Amending Article 13 of the Federal Law “On Legal Status of Foreign Citizens in Russia” and the Article 256 of the Federal Law “On procedure of exit from Russia and entry into Russia” was approved on April 13 at meeting of the Federation Council.
In fact, the law allows highly qualified foreign specialists to teach in Russian universities without special work permit, if it is not the major, but additional work.
Religious educational institutions made the exemption.
As noted on air of the TV channel “Russia-24” by Konstantin Surkov, the first deputy of the Council of Federation of RF for Constitutional Law: “We attract the best trained, highly qualified foreign specialists, who may in addition to their core activities in Russia to be engage in teaching or research activities. And the origin country does not matter.”
Prior to the adoption of the law the foreign specialists could teach only if in their papers teaching was originally stated as the purpose of visit, and the invitation to foreigner was prepared by an educational institution.
