The Russian government approved a decree №654 from August 4, correcting the law on the rules of stay of foreign citizens in Russia – informs the “Rossiyskaya Gazeta”. The new rules primarily relate to highly qualified foreign specialists, who work in Russia, but also affect self-traveling tourists.

Migrant workers and their families can now stay in Russia up to 90 days without registration. The tourists can travel around the country within 7 working days without notification of arrival – the previous period was 3 working days.

In addition, the changes apply to the movement of foreign specialists in Russian territory. In case if their journey takes less than 30 days, the registration will not be required.

However, after the above dates, all registration procedures are effective in the same volume.

The law classifies the highly qualified specialist if his annual salary in Russia is not less than 2 million rubles. The income tax for them is also reduced from 30%, as for other migrants, to only 13%. They can get a multiple entry visa valid for three years with possible extension for another three years.

For these employees and their families the Russian government has created favorable economic and bureaucratic conditions within the program for attracting foreign specialists to work in Russia, as well as the project “Skolkovo” and teaching programs.
