The Russian Government proposed to the State Duma a bill that makes it easier for several categories of foreign nationals to receive the Russian citizenship.
A simplified procedure, in particular, would mean the abolition of the rule that an applicant must live in the country for at least five years.
Thus, the changes concern highly qualified specialists graduated from Russian universities not more than 12 years ago: that is no later than 2002. At the same time the degree of their qualifications will be determined by the annual income, and their experience of working in Russia in the specialty at the time of the request for citizenship must be at least 3 years. The list of professional fields, whose representatives will be entitled for benefits, will be approved by the authorities of the Russian Federation.
Another group is the foreign specialists who are native speakers of the Russian language and can attest their knowledge in a special interview. This was stated by Dmitry Medvedev at a meeting of the government. These foreigners will have to pass an interview and refuse the current citizenship. After passing the examination, they will be able to get a residence permit, bypassing a temporary residence permit.
As Dmitry Medvedev noted the innovation will allow the citizens to save time and make Russia more attractive for highly qualified specialists.
