Será más fácil emplear especialistas en TI altamente calificados en Rusia
The minimum wages for highly qualified foreign IT-specialists have been proposed to be reduced from two to one million rubles per year, – informs the agency ITAR-TASS.
The law reducing the minimum bar was offered by the Ministry of Communications of the Russian Federation and displayed for public comment.
The minimum wages for highly qualified specialists have been introduced to cut off the possibility of expanding the category of professionals towards the workers with worst qualifying performance.
However, the currently valid level severely limits the ability of IT-companies to attract foreign specialists. As stated in the explanatory memorandum of the ministry, “this minimum threshold rate (about 167 thousand rubles per month) is too high to attract the majority of employees of IT-companies.”
According to the ministry, the need of specialists in Russian companies of such level is about 250,000 employees in the period up to 2018. While Russian universities are willing to provide only 125,000 specialists, leading to a deterioration in the quality management of IT-business in Russia and reduce the intensity of its development. In addition the department is ready to take responsibility of tracking suspected cases of abuse.
The new law will come into force on January 2014.
